Low FPS on a brand new PC

Hey guys i need your help:
So i bought a new PC desktop and i started to download my favorite games and when i start to Play 90% of the games are running super laggy and the FPS around
5 > 15 some games run in slow motion i really need your help guy
PC Specs:
INTEL CORE İ3 4130 3.4 GHZ 4 GB DDR3 500 GB HDD 1 GB AMD HD8350 WIN 8

 
Solution
I suggest you just save up for a new graphics card as that card is crap anyway. Best you could do is remove it from your system and use the integrated graphics which should be much better

If you have a generic psu try saving up for a gtx 750

i also play on low quality.
i am not expecting mucch from my video card but really ? NFS UG2 ?? Rayman ? these games are really simple not like CoD or other games that takes a lot of RAM and CPU

i'm running everything on low still the same.

Sometimes the PC itself laggs and if i want to open something like task manager or pictures it takes about 15 > 30 sec

No. it happens even when i start the PC and when starting i have to wait like 10 mins to work on it properly.

Those games shouldn't be lagging. Underground 2 is a very old game and most of those games will play on very weak hardware

Check your cpu and gpu temperature, and run a memory test and defrag your hard drive. Also try it with the intergrated graphics by plugging your monitor cable to the motherboards vga port

ok i just ran a memory test and defragged my hard disk and checked my CPU and GPU temperatures everything is ok

Check connections if they're properly connected. Have you tried using the on-board graphics of the motherboard instead of the graphics card for display? The i3 has an HD4400 graphics which is a bit faster than the HD8350.

When i connect it to the VGA nothing happens the screen stays black.

i checked and i tried to use the on-board graphics but the screen stays black and can't use the PC
