Windows 7 extremely high memory usage after switching to 64bit

Hi, recently I upgraded my CPU and mobo, as well as upgrading to Windows 7 ultimate 64bit (previously I had Win 7 ultimate 32bit), and ever since I reinstalling windows I'm getting pretty extreme memory usage, with nearly 3gb of my 4gb being used up when no programs have been opened, only things running are small background stuff (AVG antivirus, steam, mediafire, etc). I reinstalled all my programs pretty much the same as when I had windows 32bit, apart from using AVG instead of Avast, previously I would never use more than about 2gb with nothing open, and even that was pretty high. I know that Windows 7 64 bit uses more ram than 32 bit, but I'm sure this is way too much, though I may be wrong on that

So what do you think, is this normal? Do I have way too many things running in the background? Should I look into fixing this memory problem, or just buy more ram?

MOBO: ASUS M5A97 R2.0 LE
RAM: 4gb (2x2gb) Crucial ballistix tactical memory
GPU: AMD XFX R9 270
PSU: XFX Pro 550w
HDD: 500GB 7200rpm Seagate
HDD case: Scythe Hanuro

I don't think you really read all of my post or looked at the images, why would AVG cause an extra 1gb of memory to be used? If you look in the images, you'll see that AVG isn't using very much memory, about 40mb.
