If this is a gaming pc get rid of the i7 go for an i5 4670k and get a better graphics card the 7770 is very very weak for a 1300 dollar computer.

NVIDIA GTX 750TI,760,770,780 OR AMD R9 270,280,290. It depends on how much you want to spend but the gpu is much more important than the cpu when it comes to gaming so always try to get the best gpu you can get for a gaming build.

How come? All your getting with retail is tech support from Microsoft. Might as well go with OEM and if he comes's across issues he always has the tomshardware community to help him out

Oem software stays locked to the motherboard it was installed on so it can never be moved to a different computer with a different motherboard.

The licensing changed for 8/8.1. If the system came with windows ( prebuilt) then it is non transferable.

But if you bought it separately you can move it to a different pc.
