PSU is giving me a headache

So i am about to build but one thing is bugging me... WHAT PSU. For a AMD 8350 over clocked and a Sapphire r9 270x Vapor x over clocked I think I need about 500w. BUT i heard that I should have al least some 100w-200w more just to be safe because my PSU won't always run at 100% and I don't want it to melt.
SO BOTTOM LINE.
I need help finding a 620w-700w PSU that fits into a budget of 80 dollars MAX. I would prefer having it be full price and not a 100 dollar plus 20 dollar rebate. I know this is tough but i trust you guys to help me. Thanks!

I have had a cx 500 before its okay for the price but they are not meant for high performance gaming pc's corsair says it themselves. They use non solid cheap chinese capacitors and the build quality isent that great and the 12v rail is weak compared to other psu's. Its up to you i would never let my 1000 dollar pc run on a cheap power supply.
