How does this controller work?

So I was going to get a closed loop water cooling kit soon, and I figured that I should upgrade my case fans to higher quality versions. While looking, I found this: http://www.newegg.com/Product/Product.aspx?Item=N82E16811992005. I noticed it only has Molex plugs on it. I don't understand how the controller would work with something like this: http://www.newegg.com/Product/Product.aspx?Item=N82E16835103022. Could someone explain?
 
Solution
Since it has only 3 pin output (not able to use pwm fan control) it must adjust the voltage going to the fan to change the speed to motor spins.
Not the most ideal scenario, but it works.
Since there is no Pwn control, each fan will run at the same speed, as opposed to varying the speed based on the need from the controller/mobo
