I have a gtx 760 and it is pci express 3.0 and im pretty sure my motherboard
(which is a n68-vs3 fx) could be bottle necking my gpu because my motherboard only has pci express 1.0. Could it be bottlenecking my gpu?

Thanks

I looked up the manufacturer's website and it was pretty skimpy on details, but this website claims your motherboard has PCIe 2.0.

If that is that case, and you have 2.0, then it is not a bottleneck. No single video card is powerful enough yet to max out PCIe 2.0 x16 bandwidth.

EDIT: I believe you are right, the manual for your board does not specific 2.0 and is likely 1.0.

I would say it is indeed a bottleneck in your system.
