I'm looking to upgrade my graphics card to the MSI Radeon R9 270 2GB but i only have a 400w power supply. My pc specs are

Core i3- 3.1
1 Hardrive 500gb
1 Stick of 2gb Ram ddr3

With a i3 and only 1 2 gig stick of ram you should be fine.
Your processor has a tdp of 55 watts combined with your rig it probably consumes around 130 watts and with 270 left over your fine.
The card you want has a tdp of 150 watts.
So your pc should have 120 watts spare for flare ups.
Your fine mate go for it.

Considwring alienware were packing 4790 and 4770 along with gtx 760ti and amd r9 270x with 330w PSU quess you could be fine with 400w.
But look at the side of the PSU to see the number SR-71 is pointing out.
Also you must have some 80+ at least on that psu to run such config really.
If you could say what model that psu is... it would be easier to see.
