I just got a new computer and I got a 650 gtx card and fx-8350. If I were to upgrade my video card how much potential does this processor have?

Solution
For gaming, it's FIRST about the gfx card, and second about the processor. So, yes, a faster card will be the main upgrade to get for gaming. Higher fps is directly related to the gfx card. Your CPU is fine. The only way to improve on that is with a whole new Intel system. But there is no real need in your case to go to that expense. The FX-8350 is a 2nd tier GAMING processor: http://www.tomshardware.com/reviews/gaming-cpu-review-overclock,3106-5.html

While I'm at it, I may as well pass on the Graphics card hierarchy chart too: http://www.tomshardware.com/reviews/gaming-graphics-card-review,3107-7.html

What will increase my fps? A new processor or video card. And do video cards improve fps?

Think FPS increases from Core clock and memory bandwidth to load the textures. CPU and memory and hard drive help half with the work if you have 4-8 cores/threads with high FSB. Every game engine works different to spread the work evenly.

Fps is frames per second. Majority of heavy graphics games use software such as DirectX to shunt the majority of the graphics coding directly to the GPU away from the CPU. Simply meaning, to increase fps, get a stronger GPU, and also maybe a PSU that will meet or exceed the recommended power requirements. A gtx650 is adequate for ms hearts but don't expect it to perform well in BF4.
