4790k hotter than it should be with Hyper 212 Evo?

I got Asus Z97 Pro with latest Bios, and a 4790k at stock XMP profiles

Right now, it turbos up to 4.4ghz, and only reaches a 1.211v voltage, and its sitting at 68C while playing BF4...

With Prime 95, I ran it for 1 minute... and the package hit 74C, each core was 72-74C...

Whats going on?
I just applied the cooler, but it has sat here for 3 days now... what's wrong?
Also, it seems to kinda slide around on the cpu when I twist it, but I have it set straight. I applied a pea size amount of MX-3 paste... Anyone have experience with applying this cooler on LGA 1150 boards?
Reapply the CPU cooler? leave it and let it cure? is this normal?
what should I do? I think this is too hot...

The first and second page of the 4790k reviews on Newegg claim this:
"With my hyper 212 evo, I have this stable and OC'd to 4.7 at 1.275 volts, and it idles in the low to mid 30s and loads in the upper 50s low 60s (degrees Celsius)"

"Have a CM 212 EVO for cooling and am averaging about 100-130* F under various loads"

Sounds like the Haswell processor/motherboard combo I've been working with. Same high temp issue. RMA'd the CPU for a different one, and still have high temps... even at idle. Next, I change MBs. Maybe the BIOS is not interpreting correctly.

Please be specific. There are 3 different Prime 95 tests. Small FFT's is the only test appropriate for thermal testing. Package temperature is not critical. 74C Core temperature is fine.

BIOS only affects CPU temperature, not Core temperature.

What I was referring to was the possibility that the motherboard wasn't interpreting the temp signal from the CPU's cores correctly. Any temp reading program would have to access the CPU through the MB would it not?. Is my thinking incorrect?

I did read the link. The section on non-OC'ing anyway because I was dealing with a stock i3-4150. I didn't see anything I didn't already know in that section or the lead-in to it.

What's odd to me is that there is HARDLY any heat in my case : /
Like, my Hyper 212 Evo is stone cold... yet my fans are going at 2000rpm because the temps are "apparently" so high.
Is this a Bios, maybe the thermal aspects of the cores aren't reading right? Every temp tracking program just reads what the motherboard spits out to it, so how can I know that this is performing correctly? I don't want my case fans killing themselves if my cores are all actually 50C, and I really don't want my Intel to ACTUALLY be 70C while gaming, and yet, the cooler is ice cold...

What cooling are you using Clutch, have you tried reseating your Cooler Yet? I haven't, I doubt this is a cooler issue...
People told me the IHS (CPU Lid) could be defective and not transferring heat... but obviously its not, as this is your 2nd 4790k with this issue...

I've tried reseating the stock cooler, using a cooler from an i5 with a copper slug, replacing the CPU with an new one... same thing every time. BIOS shows idle at 40C to start with and it slowly creeps up to 50C+. I've built quite a few i3 budget gamers and never had one over high 30Cs in BIOS. Most stay in low 30Cs.

Running Intel Burn Test in Win7, the core temps go into the 80Cs. I'm sure they would go higher, but I stop IBT by that time. I have done this testing with the board outside the case, and with a 120mm fan blowing across the MB and CPU. I'm going to pick up another MB and try that just in case it is MB related.

Have you tried an aftermarket cooler? Haswell is very hot, But my Hyper 212 Evo should only be around 60 at the most. 40C Idle is actually normal for this CPU, but load temps of 70C aren't.
Now, the stock cooler is useless, and will get to like 75C in gaming even.
I'd say get a decent $30-40 cooler, but I'm not sure which... as obviously my Hyper 212 Evo isn't working well :/ and many tell me it should be around high 50's under load, like his 4670k at 4.4ghz ran.
