temperature issue with graphics card

recently i had to file a RMA with evga for my gtx 660 because something went wrong. i figured it was playing at temps up to the high 60s. after i got my replacement card, it seems that i have to constantly up the cards fan speed in order to not get high temps. i even ordrered a noctua NF-F12 PWM 120mm Case Fan, which has done little to lower my cards temps in higher end games (battlefield 4, assassins creed), even though its blowing air right onto it. so basically what im saying is, i am sick of worrying about the temperatures, and also dont want a noisy computer. should i buy a better fan for my gtx 660? or does someone have any other suggestions? i dont want to have to send my card in again in the future for another replacment, if heat is the issue. any help is greatly appreciated.
