A PS3 will probably be equivalent to playing at low settings on a PC.
PS4 equivalent to high.
A PS3 with a dozen games and a few controllers can be had 2nd hand for less than half the price of a PS4 console only, but it's dated today, so in 5-6 years is going to be ancient.
A console has the distinct advantage of being able to play every game released for it perfectly. No need to upgrade hardware.
On the downside, you can't chuck in a new GFX card in 3 years to bump things up.
Game costs are equal on both, so if you are on a tight budget, a console is a great option.

no point in investing ina dead console. they wont be making ps3 games for that much longer and who really wants to play last gen graphics,I figure that if the poster hasn't had a chance to play some of the PS3 exclusive games, now would be a good of a time as ever, and honestly you're playing on a console, you'll always be playing with last gen graphics. There aren't really any good games for the PS4 out anyway, just some really pretty mediocre ones, there's still plenty of fun to be had with Infamous, Little Big Planet, and Uncharted to name a few, and I'm sure you can pick up a PS3 cheap to pass the time until you decide to throw more money into the console pit.

Skyrim, Oblivion, Deus Ex: HR, Little Big Planet 1 & 2, Vanquish, Resistance series, Dishonored, Dark Souls, Borderlands series, Infamous series, Batman: AA & AC, Red Dead Redemption, Far Cry 3 & Blood Dragon, L.A. Noire, Bioshock 1 & Infinite, Uncharted series, Prototype, Motorstorm: Pacific Rift, Fallout 3 & NV, Ghost Recon: Future Soldier, Shadow of the Colossus HD.
I could go on, but I hope I proved my point.

@iceclock:
ImOblivious has pretty much summed it up, and you're still failing in seeing his (logical) point! You could at least point out your reasons in your response rather than just blanket averments.
There is still value in getting a PS3, especially per the OP's requirements/ restraints. The PS3 has a huge library as on date, as opposed to the almost negligible library of the PS4. Would the PS4 have an extensive library in the times to come? Maybe. But does that 'expectation' serve the OP's purpose as on date? Certainly not! The OP is looking at getting value for the buck for the next few years. The PS4 would offer this (perhaps) gradually over time.....the PS3 offers that today!
So yes, another vote for the PS3 today.....PS4, perhaps in a couple of years when you've got some extra cash AND you've got a feeler of console games.
P:S:- Don't forget to try the God of War series!

eh i just find its a waste of money to buy last gen konsoleIt's pretty much what I did when the last time I bought a console. I bought a PS2 when the PS3 came out, I then went through the library of those games, and by the time I was done, the PS3 had enough games that I was interested in to justify the purchase. Interesting mechanics will beat out high fidelity graphics any day.

It's not just the price of the console. Take into account the price of each game as well. PS3 games today are easily available AND at very low prices when compared to the sparingly short variety (as on date) of the PS4 games and their prices. I don't doubt for a moment the tech in the PS4 is far more advanced to the PS3 but the question in moot is the 'value' for the OP.
I have a PS3 as of the moment. I have the funds to get a PS4 right away. I am not getting it because I don't see the value factor on it as on date. A year or so down, perhaps. But till then, I'm more than happy with my PS3 and the huge library it offers. It will serve me for the next 1-2 years at least.
