Hello, I recently decided to change from AMD processor to the Intel one. I'd like to ask you if reinstall of Windows is needed. If it is needed, how do I reinstall it? Thanks for answers.

It is best that you first backup all important data from your C drive to another drive or partition. You have nothing to lose - try to boot without reinstalling. In many cases, the system will boot - you will just need to reinstall most drivers. But if you get BSOD or hangs on boot, the best thing is to reinstall the OS like you did the first time, yes.

As for Windows, I recommend a fresh install for best stability and performance. This means you will need to save your data, you should have a flash drive, second HDD, external HDD, Blank DVDs, or maybe some cloud storage you can save it to.

Since you also have to change entire motherboard, not only the CPU, this means that is is a likely scenario. However, you can try booting, sometimes it works without any errors, you just have to install new drivers again. Booting in safe mode and uninstalling all drivers and most important devices from device manager can also work. The most recommended and most clean thing to do is still a good ol' reinstall.
