Hey guys, i was getting Sapphire R9 290X but i thought that it's better to match the brands,and colors of my components,what's better,faster and quieter?what should i stick with?and what's the differences between them?BTW i prefer performance and i'm heavy gamer
so my PC Spec.:

700w is still plenty. I have a 760w PSU and I have my CPU and GPU heavily overclocked, they're both watercooled and I have 2 SSDs, 3 HDDs, 16GB RAM, 4 case fans, LED strips, etc. My PSU never reaches max. Trust me, you'll be fine :)

Definitely the Asus. The Asus comes with much better cooling and MUCH quieter fans. Better cooling equals better overclocking! Go with the Asus, they make great coolers. I've had a few Sapphire cards and they are very loud but not great at cooling. I used to always buy Sapphire 'til I used Asus.

how much watts i enought for asus r9 290x and i7 4790k?700w is enough?or should i get 850w?

Another question sir, should i get gtx 780?because it's lower than r9 290x 150$?or it's worth the extra?

Personally I'd go with the 780 but that's because I love Nvidia. I was AMD for years, I've had 6 different AMD cards but then this year I bought the 780 Ti and it is just amazing. It screams quality and the drivers and software are so much better. The R9 290X is better in terms of performance, though.

but the vram ii'm playing on 1440p screen and a lot of people told me that games starting to eat the 3gb vram(on 1440p) so what should i get?

I have a 1440p monitor too (Asus PB278Q) and my 780 Ti 3GB handles it perfectly. 3GB is plenty for 1440p, it's 4K where 3GB struggles. Like I said though, the R9 290X will give you more fps so if it's fps you want then go with the 290X.
