Requirements for 1080P security camera IP DVR system?

I plan to run 2x 1080P IP based security cameras but am having delays/freezes/artifacts in the video stream from just one. I would like to reliably handle 2x streams at 10FPS each.

I have experimented with 3x laptops and all have issues. The first was an Intel Core i3 370M which is the 1st gen i3 and doesn't have anything special for a built in GPU. It is just basic Intel HD video. The second is a Core i7 2670QM 2.2GHZ quad core. This did better but still had problems. The last was an AMD E-300 APU based laptop someone gave me. This thing is a total joke and is just a piece of junk from Wal-Mart. It didn't do a lot worse than the i7.

I was wondering if my problems are due to hardware requirements or software issues. I am using iSpy with both VLC and ffmpeg and neither one works. The stock camera software shows the video streams in great clarity, with no artifacts, and is smooth.

Anyone have a suggestion?

Any of i3/i7 laptops are fine for playback, what I suspect is that the hdd's are not quick enough to store and playback the DVR streams.

A good quality DVR system would use high speed AV HDD models that support multiple streams and not the standard consumer models found in laptops.
