Help with Premiere/After Effects Build

Hello,
I am doing my first build with a friend and we will be using the computer for video/photo editing. I have no experience building computers, but I am trying to compare the benefits of building our own, rather than buying a pre-made in store pc/mac. We use adobe products, mostly premiere, after effects and photoshop. We will not be gaming on this machine and really will not use it for anything else. We need a build that will be able to run these programs smoothly, and simultaneously, and render quickly. We have no preference on the OS and are comfortable with both, just whatever you think would work best for us. We need this build to have at least 2TB of storage. Lastly, the budget. We would like to keep it under $2200. We are a little flexible. Thanks in advance guys!
