What is the best PSU for this price range (max wattage and efficiency please)

Don't buy from ebay.

Refurbs are not worth it when you can have new.

It is good, but the seasonic X-series KM3 650 is better. I recommend the seasonic because it is fully modular, has 4 video card connectors, higher efficiency and better voltage reg. But the HX is a really really good unit too, just lacking the above.
