Computer won't boot ( Problem with the CPU )

I got a new motherboard and computer case a few days ago. First, before I put the motherboard in the new case I tested to see if it worked properly and it did, everything booted up. Then I started putting everything in the case. I screwed in the motherboard, hooked up the power supply, hard drive, and disk drive. I then added the power switch. I plugged in the cable to the power supply and turned it on and now the hard drive boots up but the CPU and the CPU fan won't turn on.It seems the rest of the motherboard works.I though it was the power supply but I got a new one and that doesn't solve the problem. I have looked everywhere on the internet and almost no one has had this problem. So if you know the answer I will greatly appreciate it.

Have you tried to reseat the cpu? Also, were you very careful of static when you handled the motherboard? If you can restart from the begening. Only hook the bare essential : PSU, MOBO, CPU ... See if the Bios boot. Then keep adding components from there.

I solved the problem, after further inspection I found that when I put the motherboard in the case it didn't have enough clearance between the board and case so it was slightly touching. When I powered it up it shorted one of the main power wires. I got VERY lucky because it was fixable. I then went out and bought better spacers for the case. But then after all this trouble I didn't realize that the pentium 4 was I single core sooo it couldn't even run 64 bit Windows. Oh well.... But thanks for the reply.
