Classic "Computer won't boot" problem, already performed series of diagnoses.

This is not a new computer. My motherboard does not have integrated speakers, and thus creates no error beeps.
Originally my computer had some issues shutting off. Attempting to shut it down would turn off the monitor display but fans (and system I'm assuming) would continue to run. Manual shut off via holding the power switch was necessary.
Two nights ago I attempted to shut it down but left it in that state over night. In the morning, I manually shut it off, and started it back on. System powered on(MB lights, keyboard lights/functions) but with no display (No visual POST). The night before, the PC made artifacts while watching a video, which quickly went away after minimizing the video. (Never any other issues besides overheating which was due to a dusty card, cleaned it and never had any problems again.) A failed GPU/Card is my leading suspect.

Nevertheless, I have created a solution list and singled it down to three main components(MB, GFX, CPU). Here is my checklist up to this point:

- Secured all PSU connections, 24pin MB, PCI-E, CPU Power
- Tested separate PSUs, equal wattage
- Reseated Graphics Card (A dozen times..)
- Reapplied thermal grease on CPU
- Booted w/ HDD disconnected
- Reset CMOS Battery, Reset Clear CMOS Jumper
- Individually tested RAM sticks in each individual slot
- Checked two different monitors (using same cable, POSSIBLY the issue but I highly doubt it

I'd like to be certain it's a Graphics Card issue.

Do you have a motherboard graphics chipset which you can use instead of the hd
4850 card?

You can get a small speaker or miniature sounder (pietso electric) to get beeps during start up

you can get a kit of 2 LEDs , 2 push switches and a miniature sounder to use when testing or building pc's
In uk you can find them in maplin electronics stores

A old cheap PCI graphics card is usefull if the motherboard ( or CPU) does not have integrated graphics chip

(Problem very modern motherboards no longer have PCI slots, but usually have integrated graphics )
