Cloning OS from laptop HDD to a computer HDD

So I started thinking about building a computer and wanted to cut a couple of pounds of the total price by figuring out a way to get windows without 8.1 without paying 73 pounds.
My question is can I clone the HDD on my laptop to have the same things including windows on a 3.5" PC HDD

No, for multiple reasons.

1. License - that laptop OS is licensed to that motherboard. Upon seeing new hardware, it will unactivate itself.
2. License - 1 License, 1 PC at a time. Even if you could make it work, now you have a laptop with no OS
3. A 'clone' is an exact copy of the system. No different than physically putting the laptop drive in the new PC and expecting it to boot. It won't.
