CPU to blame for low game performance?

Hi, I'm pretty confused about what could be causing very poor performance during gameplay. Here is my rig.

Core 2 Quad Q8300
8GB DDR2 RAM (PC2-6400)
AMD R9 270X

Full CPU Z report:
CPUZ Report

Is my CPU a bottleneck? I know for sure it isn't my GPU. Or could it be my RAM?
Any help would be greatly appreciated, thanks a million!

Your CPU/RAM are ancient by today's standards. I would suggest saving up the money until you can upgrade them to a current gen platform. Your GPU is not holding you back currently, you should be getting 60fps at 1080p with medium settings on most modern games.

This is one of the FEW times that the word "bottleneck" is appropriate to use.

I think the cause of your poor performance is mainly your CPU (could also partly be down to RAM, but you can't upgrade it to DDR3 without upgrading the CPU so you'll never know anyway).
At 1080p the 270x should easily be capable of playing most (if not all) games on highest or very near the highest settings (by very near I mean with stuff like AA off).

I'd advise upgrading your CPU, RAM and motherboard.

rgd1101, It's almost every game in my steam account, even ones with low requirements. For example Counter-Strike Global Offensive, at all low settings and I'm barely squeezing out 20-30fps. Even on games with seemingly low requirements like Chivalry: Medieval Warfare. Strangely enough, I can get away with Titanfall on Low-Medium settings with a decent framerate. I use 1920x1080 for all applications.
