GTX 780 Low Preformance

I have been having performance issues with this card for about 3 weeks and have no idea how to fix it. I have my results here http://www.3dmark.com/fs/2406878 . If anyone can help it would be greatly appreciated.

Specs
CPU: Intel Core I5 4570
MOBO: MSI B85-G41
RAM: 8gb DDR3
GPU: Asus GTX 780
PSU: 620W Seasonic
HDD: 1TB Western Digital

Thank you to everyone that posted an answer it is greatly appreciated but I managed to fix the issue my self and have a replacement CPU on the way. I dont quite know what the issue is exactly but I do know that the problem is in my CPU. First of all the 780 is desirable to run with an i7 and 12 gigs of ram also what fps you got in heavy games?

Considering a motherboard is what your CPU uses to talk to your HDD, your Ram and GPU... Yeah of course, if something is not seated right, capacitors going bad, etc... I think the OP should test the GPU in another rig. The software for the Motherboard could also be affecting performance. OP are the drivers all up to date?

I've been testing Far Cry 3 Blood Dragon and have been averaging about 30-45 fps

Yes all of my drivers are up to date and I would out it in my other rig but that case wont fit my 780.

http://www.3dmark.com/fs/2102458 Here is my score from Gtx 770, your graphics score seems about right (compared to mine), but your physics score is much lower, which is likely caused by another component in your computer (likely the cpu).
Edit: I also just noticed this: "Reported stock core clock 3,400 MHz / Maximum turbo core clock 1,000 MHz" looks like your cpu is in power savings mode, or it's core clock is limited.
Go into power options and make sure "High Performance" is checked or more importantly change the processor maximum power state to 100%

Your'e running a 770 and I'm running a 780 so in theory my graphics score should be much higher than it is. As for the Physics score I've seen most 780s running similar builds average about 20 fps.

Your graphics score was much higher than mine! I had about 8000 while yours was 10000 which is about right. Your total was only 6300 while mine was 6800 since your physics score was much lower (only about 2000 while mine was 7000). The physics score is not calculated solely on the graphics card, the CPU also plays a role in its calculation. In your link it says your maximum CPU state is only at 1GHZ which is less than it's normal clock. So unless this is a glitch in the program, this is where you problem is. Like I said before, check your power state, ensure you are on maximize performance and in advanced setting make sure your cup maximum power state is set to 100%. Right now it looks like your only using about 25% of your CPU power. If everything in your power settings is ok, reset your bios. If nothing seems to work, your power supply could also be a part of the problem.

This is a relatively new build with me building it in early January. I replaced a 7970 about 3 months ago and quite recently I wiped my hard drive and installed Windows 7 so there should be no sign of the old drivers.

I think some software or heat is throttling your CPU. I would definitely check temps, and I might wipe and reinstall all motherboard drivers. Try and take off the side of the other case and fit the 780 in your other rig maybe? Put the 7970 back in your main rig and double check the cpu score.

Yes cause fc3 need i7 3th gen for ultra but still you shout get atleast 50fps.

I think it was defiantly your cpu that was the problem, and not the graphics card as there is proof in my other posts! Glad you have solved your problem :)
