pc monitor not receiving signal

My pc was working perfectly fine but my case was a little small and had bad airflow. So I decided to swap my old case with a new bigger one. After fully reassembling my pc, I flipped the switch and the fans started running, the usb ports have power, the cpu fan is running, the gpu fan is running, but the monitor only says going to sleep. I have tried multiple monitors, a different gpu, reseating the ram. All of the wires are plugged in. I have even tried removing the mobo out of the case and the problem persists. Any help or suggestions would be amazing.
 
Solution
First, make sure to unplug the computer from power. Near the battery on your motherboard, there should be a jumper set on 2 of 3 pins labelled CLRCMOS or something similar. Just pull out the jumper and place it on the OTHER two pins for a few seconds, then return it to the original position. The alternative is to pull out the battery for a minute and return it back.

Yes the front panel switches are correct. I even had two others look at the front panel switches to double check my work. That definitely isn't the issue.
