windows wont boot

Im guessing my motherboard is done. Ive ruled out all other possibilities. Doesnt want to boot to windows. Safe mode works though. I reinstalled windows by format. I can get into windows fine when I installed it for the first time but when I reset my computer after ive installed my drivers it does the same thing. Screen with scattered ( symbols then hops on to the windows loading screen then goes black. I reset my bios to factory settings. I tried taking out the battery on the motherboard then putting it back in as suggested by google. Still does the same thing and wont boot. Im truly stumped

If your motherboard was stuffed, Windows would not run in Safe Mode either.
It's not a hardware issue.

It typically means a bad or conflicting third-party driver has been installed, or software which includes drivers (firewall, antivirus or CD/DVD utilities).
