Cpu at max frequency

I have an i7 4790k and I recently changed the stock cooler to a cooler master hyper n520. After I changed the cpu seems to be at max frequency all the time even at 1% load. Before that the frequency dropped low when there wasnt much load. What happened?

Did you change any other settings. Depending on bios settings even a small overclock will disable that power saving feature. Some times changing the voltage can have the same effect.

Please note for a short time after Windows loads the cpu may still stay at top speed, but should drop shortly after(maybe 5 minutes on most systems).

Also make sure Windows is still in the balanced power setting.
