High CPU load

Under the tab labeled maximum frequency found in my "Resource Monitor" app it shows 111%. This is when high performance is set for a power option, There are no background apps running. I am running Windows 8.1, when I set it the power option to balanced it goes down to 20-30%. Is the significant increase in frequency from Balanced to High performance normal? Again there are no background apps running.

NVIDIA GTX 760 2GB
- Intel Core i5 4590 CPU
- 8GB 1600MHz Memory
- 1TB 7200RPM HDD
- ASUS H81 Chipset Motherboard
- 600W Corsair CX Power Supply
- DVD-R/RW/CD-R/RW
- Microsoft Windows 8.1

This is windows default behavior with different power profiles. Mine is 105% in Windows 7 under Max Power profile while 26% under Balanced Power profile. You are ok there.

Did you change any of the plan settings for either balanced or high performance? Ex: Processor power management, sleep timers, display

Nops nothing. No change in plan. All values under the profile at their default
