You can certainly host your own domain on your home PC. ISPs generally prefer it if you upgrade to their business class services, but if you don't need any of those additional services (static IP, hosted e-mails, web space), then you certainly do not need to upgrade. It really depends on what all you're trying to do. If all you're doing is visiting a web page on your home computer, then you just need an Internet service, like Microsoft's Internet Information Service (IIS) or a linux web service like Apache. Then it's just a matter of setting up your router to allow web traffic through.

yeah not doing any thing cray , my grandfather work for honey well and ibm. this is when computers took up a hole room. I told him that i will try to make a webpage for him, but i am not trying to spend a bunch of money. I bought the domain for 79 cents for a year and i dont want to pay 10$ a month just host some thing that no one will be using ,, i am also doing it to touch up on the process, i remember making one with my friend back in the day.

Also check with your ISP. While you may not be able to use your domain, they may offer you free web space as part of your Internet package. Otherwise, check your version of Windows to see if it supports Internet Information Services (or even Peer Web Services). If not, then look into Apache for Windows. The problem is going to be the dynamic IP address you get from your ISP. Since it can change on a whim, you'll need to be able to find it on a moment's notice.

There was was free service I used called DynDNS with which you could register your domain and it would automatically track your changing IP Address, but I don't believe they're a free service any longer. There are other free services out there, but I don't know anything about them. The DNS services is what allows you to use http://www.mydomain.net vs http://73.156.36.14 (or whatever your ISP gives you at the moment).
