What would my Gaming Rig be considered?

I've had this computer for a while now I and wish to know if this computer is considered Low-Spec, Medium-Spec, or High-Spec as of July 2014.
This is my system setup
CPU: AMD FX 8350 4.0GHz
GPU: Gigabyte 2GB NVIDIA GeForce GTX 650 Ti
RAM: 16GB DDR3
PSU: Not really sure, it's from Corsair and I believe about maybe 700-1000 Watt?
Corsair Vengeance Pro 2133MHz
Motherboard: ASUS Crosshair V Formula-Z
Storage: 256GB Samsung EVO 840 SDD
HDD 4TB Seagate Backup Drive
Operating System: Windows 7 (6.1) Ultimate Edition 64-Bit Service Pack 1 (Build 7601)
DirectX Version: 11.0
Display: Some 1080P Vizio TV
Network Adapter: Intel(R) 82583V Gigabit Network Connection

I would love to know since when I ran Heaven Benchmark 4.0 on Maximum settings at 1080p it ran 15-20FPS average and 37FPS max (Which I find horrible)

your cpu is upper mid range/high end

your gpu is about entry level/lower mid range

overall score of lower mid range since gpu is more important

I only get about 30fps in Valley 1080p maxed on sig rig and I have twice the gpu :p

That video card is REALLY gonna' bring down your Unigine score if you run it at MAX settings. Unigine and 3D Mark11 mostly look at the video card and don't factor in the CPU that much.

For comparison, this is an i5-4670K unclocked with a GTX770/8GB RAM/1080 monitor Maxed on Unigine 4.0.

Well since the GPU seems to be bringing down most of my performance (Not just including Heaven Benchmark) should I invest into a ASUS R9 295X2
since well NVIDIA cards are actually more expensive for most the exact same performance from what I found.

I would call that a budget workstation rig with a mediocre GPU.

I wouldnt go that nuts and get yourself a 295x2, you only have a single 1080p screen. Anything between a 270X to a 290X is sufficient (depending on what your playing and the settings you want).

Upgrade the gpu and you have a very decent gaming computer
