How can I reinstall Windows 8 on a PC that does not longer run?

Since I brought it having Windows 8 Pre-Installed, I don't know its Product Key, nor can I find it becuase PC won't run.
I want to reinstall but honestly the only way I see at the moment is to head to <REDACTED>.
Windows site does not allow me to download a USB bootable ISO to reinstall, it only offers a way to do so IF the computer actually runs, which in my case, doesn't.

I know the PCs that have Windows 8 pre installed will use the OEM license. This could be different from the OEM system Builder version as I read that somewhere but i forget the details. But That does not get your PC actually running. I am thinking this is a hardware issue. Before taking it back try some troubleshooting steps to see what component is causing this. If it is a Motherboard issue then it may be a faulty BIOS or failed BIOS chip. Can you get into the BIOS at all?
