The video card I'm getting (a Radeon R9 290X) says it needs 6+8 pin PCIe power. Does this mean it requires two separate power supplies?

no, your PSU should have multiple 6pin and/or 6+2 pin (together they make one 8 pin) connections. if it does not you will have to buy a new PSU.

what is the make and model of your PSU?

I'm getting the card for a custom built pc and the PSU hasn't been decided. I wanted to ask this question before I went looking for power supplies. Do you have a suggestion as to which one I should get?

let me know what kind of budget you have and i will be able to help you out.

At a minimum make sure it is 80 PLUS certified.
