Hi, I built my first PC right before summer and it's been running fine, except for one issue, when I boot up my PC and it arrives at the desktop it will restart sometimes. I've noticed if when I first arrive at the desktop and I leave it alone(not opening any programs) for a minute or two it won't restart. But why does it restart? I'm using windows 8.1

Well your specs look fine. The PSU while isn't exactly the best out there, it should be plenty for your specs. When your system restarts, does it do it over and over or just once and then everything is fine? It could be installing windows updates and just restarting to finish the instalation. It could also be a faulty power supply, so I recommend trying a different power supply if you can.

Overclocking would be when you raise the clockspeed of your cpu, or raise the core and/or memory on your video card. I don't think that is the issue here since you have a decent enough PSU to do so, unless the overclock isn't stable.
