New Build won't Post (No Beeps with good memory)

I put together a build for a friend and when we were ready to fire it up it wasn't posting so we went back and pulled it all out and tried again but got the same result. I ended up here reading the sticky thread about new builds not posting.

The post had me take out the motherboard and wire up only the power outside the box and fire it up. I correctly got 3 beeps indicating no memory. I turn it back off and put in the memory and once it comes back on I have silence, no beeps. According to the motherboard docs that means bad memory. I've tried lots of permutations on which slots I've used.

Once the new memory was failing I pulled out memory from my own build that I know works and tried it here and again got silence. Odd part this memory is being used on a build with the ASRock Extreme 3+, I don't know all of the differences but assume the Extreme4+ can't be much different.

What else can I try? I don't want to send the memory back and then end up having it be the motherboard if I can avoid it.

Here is the motherboard, memory, processor, and power supply he bought:

Sorry about that, I didn't realize anybody ever responded. I had thought nobody responded because I didn't get any e-mails so before I posted again I got the memory swapped with memory that was listed on the compatability list of the mother board.

I've pulled out the APU twice and see no obvious signs of issues. I get 3 beeps without memory, 0 beeps with memory.

I will be sure to stay on top of this thread this time, what's the next step?

If not wanting to RMA would next try another PSU if available (borrow if need be), if running a GPU try removing and see if it will start with that, try with the drives unplugged, it sounds like either mobo or APU, but will want to eliminate other possibles

I've tried unplugging everything including fans, drives, usb ports. When starting with no memory it continuously beeps in series in 3. When starting with memory there's no beeps.

I'm not sure what RMA means or maybe I could try whatever that means?

How many slots does the mobo have for ram? I would try putting only one module in one slot and seeing if it boots, if not move to the next and continue. If none work that way try a different module and repeat above. You could have a dead slot or multiple bad modules.

It has 4 slots, I did what you suggested with rotating the ram from slot to slot trying it and no luck.

Here are some of my ideas can you guys help me narrow down the most likely issue?

#1 - The kid I was trying to help with this first put this together on a carpet..leads me to believe there's a good chance the processor got shorted out?
#2 - I'm pretty new to this myself and looking at the specs of the motherboard doesn't give me any indication of how big the power supply should be. But I do notice that on newegg the two that get recommended for this board are 650W and 700W. His power supply is only 460W. I've also tried a 540W and it doesn't post. But is it possible that its simply not enough power?
#3 - I also though the whole rug scenario could have caused the motherboard itself to short out but after talking with someone today about this he made it seem like that's least likely as their a bit harder to short out then the processors?

Thanks for the help, as a developer I know what it can be like to help someone who doesn't know wtf they are doing :)

Is there an external graphics card?
If not then the power supply is sized good. It's seeming that the motherboard is bad or it could even be the bios or the cpu.

Do you have another fm2 processor you can swap?
Have you been able to get into the bios to change settings?

You could also try removing the components and assembling it on a desktop, the case could possibly be shorting something on the back causing errors

I've tried assembling it on the desktop with the minimal components to produce the beeps and same results, no beeps with memory.

There is an external graphics card but nothing serious, it doesn't need its own power source. I'm thinking its most likely the CPU but no I don't have another around except inside this machine. I'd rather not rip components out of this to try it but I guess if thats my only option so be it.
