As you are running Virtual Box within a 32-bit operating environment, Virtual Box and the OS' it runs will also only be able to run in 32-bit mode.
The only way to change this is to reinstall using 64-bit Windows.

I matters because you are running Virtual Box 32-bit within a 32-bit environment (Windows 7 Ultimate 32-bit).
As such, Virtual Box can only access your processor's 32-bit instructions that are made visible by your 32-bit OS.
It stands to reason then, that the 32-bit software on your 32-bit OS would not be able to pass through 64-bit instructions from your virtualized OS.
