So im thinking to get windows 8 on my new pc but all my important files are on my windows 7 old pc. If i use my external hdd and copy my important stuff into it and then plug the hdd to my new pc for it to copy to. Will it work ??? Or do i have ti have windows 7 in my new pc to do so

Applications that are installed will not work only files. Typically when you install apps they write to the registry, install or use files in the system folder. So even if it was possible to copy application it's better to reinstall them on the new machine. Pictures, music files, documents and any files uses by applications will work fine.
