Build or buy Video editing PC for under $700

I was wondering if I should buy a video editing PC or I should build one for under $700. If I were to buy a PC it would be this http://www.newegg.com/Product/Product.aspx?Item=N82E168...
Can I build a PC that is better than this for under $700? If I can, can you guys show me the components so i can build it? I would like Windows 8/8.1 included in the build. Also I want the PC to be upgrade friendly for the future

the motherboard that pc has isnt good.

the ram better on the one i chose

the powersupply i chose is superior

the cooler i chose runs cooler

Oh ok! BTW I changed the case in your build to the Rosewill Blackhawk if that's okay. Also I think I'm going to upgrade to the AMD FX-8350. Should I add a CPU cooler or do you know if the CPU comes with a cooler already
