How do you verify a power supply is working correctly

I need to replace the PSU in my computer. This is my first time buying and installing a PSU, and I've read in various reviews about PSUs being faulty and frying motherboards, etc.

What is the best way to test that a PSU is working before plugging it into a motherboard, so that you can ensure the safety of your other components?

Generally a new PSU has been pre-tested with much more sophisticated instruments than would be available to the average user. Or short the green and any black wire on the 24 pin connector to turn it on and then read the voltages with a VOM meter.
