Gaming Rig Upgrade - AMD Budget Build or Intel Build

I looking to upgrade my computer the rest of the way in hopes that I get rid of my CPU bottleneck and get a little more performance out of my graphics card. I have a lot of older games purchased on steam and rarely buy brand new games. I would like to be able to play Skyrim in 1080p with texture mods including an ENB. I get 30 fps in 1600 by 900 with a ton of mods installed but have huge lag spikes.

What I have now -

CPU - AMD Phenom ii x4 810
GPU - XFX Radeon Double D R9 270X
PSU - Seasonic S12II 620 Bronze
SSD - Samsung EVO 120GB
Case - Corsair Carbide Series 500R
OS - Windows 7 Home Premium (I am going to try to re-install again on my SSD with new motherboard and hope it will allow me to activate it)
Motherboard, RAM, and HDD are from 2009 HP OEM Desktop.

I am a college student so I don't have a huge budget but if it's worth going Intel I will, I just won't be able to get a better bike, haha. I plan to build a new system in 5 years or so anyways. These are my two choices -

Intel System CPU - Intel Core i5-4690K

There is is at least a $100 - $150 dollar price difference between the builds, even more if I go with a micro ATX AMD motherboard. I will not be using more than one graphics card and may overclock a little in the future, I can't overclock too much because after I've had the computer for 5 years I would like to give it to my family and have it last them at least another 5. They never upgrade their computers.

What I know from research -

Games are just now starting to utilize multiple cores but this may change down the road. In my case the Intel would be good for my older games but the AMD CPU may be more future proof IF games start to utilize multiple cores more often.

I also read the AM3+ socket is dead but I would upgrade the whole system in about 5 years so this wouldn't matter to much for me.

The AMD CPU is older as the Intel CPU was released last month.

To conclude, my questions are -

1. Do you think my CPU is causing a bottleneck?

2. Which system do you think would be the most future proof and give the best performance?

3. Is spending an extra $200 on the Intel system really worth it in my case?

4. Are the parts I've picked out good or do you have any other recommendations?

5. Will a micro ATX board work for light overclocking in the future?

EDIT - I guess my biggest question now is, it seems as if games may be using multiple cores in the future, the PS4 and Xbox One have 8 core CPUs and many games are counsel ports. Even though the AMD FX-8320 is older it may be able to take advantage of this in the future. At the same time the Intel is a very solid processor. Which to choose?

If your going budget, go AMD to get an ATX board and an AMD CPU. If you overclock in the future it would hold for about 2-3 years. THen upgrade but if your getting intel and micro ATX you can still overclock but make sure to upgrade that board in 2-4 years. No, it won't last 10 years on light overclock for amd but intel, YES. No ram speed is not the standard, most people are with 1333 or 1660 but not the standard. A 270x right now is great, In the future I recommend you sli that and get the best out of performance. CPU may cause bottlneck on NO overclock but answer changes if overclocked. IT is worth it but since your on budget, save that money. GO amd just with a ATX board not micro board. Your parts are good, I have that cooler and I must say it will be chillin like a villain. Future proof would be INTEL just so you don't have to upgrade every 2-4 years. AMD streamroolers are coming soon but Intel Broadwell is coming soon. For now get the cooler and overclock that processor. DOes the new ram support your old mobo?

The old motherboard won't support the new ram and is very cheap so it does not allow overclocking. Also, Broadwell desktop processors won't be out until middle of 2015. -http://thepcenthusiast.com/intel-broadwell-skylake-release-date-revealed/
It also seems as if AMD won't be coming out with any plain CPU's any time soon. Steamrollers are APU's and perform worse than the FX series.

GO intel, you would get horrible bottleneck in the future with AMD where the gpu load is only 50% when it should be 100%. I learned my lesson the hard way.....I say go intel, the i5 is great for gaming only, if cpu intensive programs then i7 would out perform it.......the intel parts you picked are all great. You can either wait for broadwell 5th gen or get the 4th gen i5.

That's a long time to wait...
The Intel is more expensive but seems to be much more future proof. It's hard to say exactly what AMD is planning.
Broadwell will be 1150 socket so if I got a 4th gen Intel I could sell it when 5th gen is released.

I still can't decide. I'm worried I'm going to spend all this extra money on the Intel system and than future games (within the next 5 years) will be running better on an AMD FX-8320.

Tell your self this; If games nowadays are running single threaded and most games and applications are since developers are supporting intel by using it. You never heard of a developer use amd to make anything. So what I would tell you to do is get AMD since you are scared. Go with what your saying and on your research. AMD is great and I'm also scared about that too because I don't know whether Intel will be good in the future or AMD with their new steamroller(3rd gen) and excavator(4th gen). The one you want is 2nd gen. AH HELL, go AMD, you will have fun with it.

The steamroller is coming by the end of this year and socket AM3+ may be dead but that's rumors for now. I'm going AMD since it has 8 cores and sure it isn't a true 8 core but its still 8 cores (4 floating point and 4 integer cores). Right now games are going one core mode like single threaded games or programs but go with future proofing. AMD is the way to go!!!!!!!!!!!
