Need help with new build not booting

I bought some parts to put together and make myself a newer gaming pc. I put it all together and all that happens is the PSU and CPU fan kicks on for a second then turns off. When I push the power again nothing happens. I have to turn off the PSU for about 10 seconds to get the fan to come on for a second again. I have moved the RAM around, disconnected everything from the MOBO, checked CPU pins, re-plugged all the power cords going into the MOBO and checked the standoffs on the back of the MOBO. I really have no clue what else to try and I would really like to use it soon. Any help would be greatly appreciated. Here is what I have put together...

CPU - Intel i3-4330
GPU - Geforce GT 640
Motherboard - Gigabyte B85M-D3H
PSU - Raidmax RX-630a
SSD - Samsung 840 Pro
RAM - Kingston 4GB HyperX Blu 1600MHz (1 stick)

That PSU is horrible, it may or may not be the cause of the problem, but that's what I'd replace first; I'd replace it even if it wasn't causing any issues.

The power supply worked fine in my other (older dual xeons) PC so I assumed it was not the issue. I took out a new cheap PSU that I got recently and plugged it in and it fired right up. Go figure. Thanks for the help!
