wifi + tethering android as backup. Wifi is priority, but PC uses tethered internet as well

I set wlan as priority, but it uses also my thethered mobile internet as well, how is that? Unfortunatelly, My mobile internet is limited, I only want to have it as a backup, because sometimes wifi is unreliable. I checked the IP addresses, with the Wifi is a lower one, both 192.**
I already used up most of my mobile internet, I did not plan on that...

Your ultimate question is unclear to me. But if your PC is using a tethered connection to your phone when it has internet from another source, the easiest solution to turn off tethering on the phone and activate it only when needed. If you regularly use tethering other than with the PC, another way is to tell the PC to forget the password for the tethered connection and reenter it when needed. That is what I do.
 
You likely have the priorities wrong. Look at the route print command. The interface with the LOWER metric is preferred.

If all else fails just do ROUTE DELETE 0.0.0.0 mask 0.0.0.0 x.x.x.x where x.x.x.x is the next hop for the tethered connection. You can then select by doing route delete and route add to pick the one you want to use.
