PC keeps trying to boot after reinstalling CPU

So I recently bought a new CPU cooler and fitted it without a hitch. Temperatures were a bit high and I thought I'd probably put too much thermal paste on so removed it again. It was drippling over the sides of the CPU so I removed it (carefully) and wiped off as much paste as I could with a sheet of paper and refitted everything. Now when powered up the fans spin for a second, it cuts out, then tries again after a second or two, over and over. No beeps or lights.

I've tried removing every other component leaving just the CPU and motherboard, same result. I checked the pins of the CPU socket and they all look straight. The bottom of the CPU looks a tiny bit blemished, and I think it might be thermal paste. I gave it a gentle rub with meths (alchohol) but it didn't affect it. It did get the paste off the top well though.

I'm using a Gigabyte GA-Z77-DS3H board with an i5 3570k (stock).

Dear god you probably killed it.
Never try running a processor with even a drop of thermal paste on the pins it can completely mess up the voltage and everything.
Also ONLY use isopropyl alcohol and ONLY use a q tip to wipe the pins.
Anything else and your risking permanent damage which you probably already did so sorry mate.
Only thing I can suggest is make sure you got the right alcohol and get a q tip and properly clean it than let it lay out to dry in a safe place for 30 mins and try again.
If it still doesn't work than sorry to say that means you killed it and may have voided warranty to make it even worst.

Meths is an alcohol based cleaner, I've used it for electronics for years. I used paper instead of a cotton bud or tissue as I didn't want any loose fibres coming off. Sorry if it wasn't clear, but I cleaned off all the paste before the second fitting, including on the underside. I'm not entirely sure it is paste on the bottom (I hope!) - do CPUs ever get blemishes after use? I'll try and get a picture, but it's pretty faint.

Yes please get a picture up it would help me see and understand what may be wrong with the cpu.
No processors usually don't get blemishes except topside where you put thermal paste on and off.
But the bottom end should not be blemished.

I took a few pictures at a few angles but I just can't make out the blemishes on the pictures. Even with the naked eye they're quite faint. I gave it another gentle clean, left to dry and tried it again and, surprise, still won't boot. Without any spare components I don't know what else I could try, so I've just ordered a replacement CPU...
