Recommendation on currently available AM3+ FX series CPU cooler

I realize there are quite a few threads and a few articles that focus on CPU cooler recommendations however it seems that nearly every one recommended is either entirely out of stock at all the available vendors (That don't want to charge double for what they have do to the lack of availability) or have been discontinued. I'd like a couple of serious opinions on a good cooler for some medium to high overclocking. I'm working with an ASRock 970 PRO3 R2.0 AM3+ motherboard, an FX-8320 processor, a Bitfenix Comrade Black ATX Mid Tower Case and a Seasonic S12II 620W PSU. Also, and this is quite temporary, the video card is only a SAPPHIRE 100369-2GL Radeon R7 240 2GB.

I'm probably looking to OC into the 4-4.5GHZ range and would prefer to stay with an air only cooler if that's feasible considering the desired OC. I know the 212 EVO is available but after reading many reviews I'm considering if it can even fit the bill for my build and specifications. I'm looking to stay under sixty bucks on the cooling fan if I can and I'd like it to be something that's currently available through the egg, tiger, amazon or another pretty well known vendor. While, well this one looks good comments are sometimes useful, I'd prefer comments in the category of, I know this one and this one and I recommend this one by reputation and common consensus. And SR71 Blackbird, if you're out there, I'd value your opinion if you'd care to offer it along with anybody else who might have some advice. Thanks in advance to you all.

Also, if there's a water cooled solution that will work with this configuration and desired OC that's under sixty bucks I'd consider that as well so long as it's not a crapshoot result. I need to know it will do the job whether it's air or water. Thanks.
 
Well, since nobody has anything to offer I guess maybe I'll just go with the EVO and see how that does. Seems like there ought to be something that offers an advantage beyond what the 35.00 EVO can provide and the sixty bucks I have to spend on cooling. Guess not though.
