Hey!

This is my problem:

When I enter BIOS I can't move anywhere with the arrow keys, The time is frozen, only the animatiom at the top is moving.

-Tried with usb keyboard, with a ps/2 keyboard also.
-I reset the CMOS with the pin-way, removing battery, (it worked every time but still the same).
-Updated the BIOS version to the latest.
-Reinstalled windows.
-Replaced the battery with a new one.

I have the same problem every time. My motherboard: Asus P5B-VM 64bit Win7 Ultimate
Whats the problem here?

Sounds like you tried everything imaginable to fix it. It might be time to contact Asus for an RMA. Of course, that will mean loss of your system for several weeks.
I was going to suggest making sure your KB was plugged into a USB 2.0 port just in case the BIOS isn't USB 3.0 aware. But if the time is frozen, that's probably not the problem.

Old thread but shows up early in google, so I will share my attempts to fix the same problem.

Exec Summary: Never completely isolated the cause but taking everything apart and reassembling and reseating everything ultimately was what worked best.

Things to do: Do a MemTest 86. Make sure the memory is not the problem.

Even if the memory tests Ok, isolate to only one stick in the MoBo.

Test your PSU. Testers are available for $15-20. In my case I ended up buying a new 1000 W PSU but don't really think the old was bad as it tested just fine.

Pull your graphics card and use the onboard graphics assuming your MoBo has it. Did that. It worked twice but not the third time.

Pull all drives from the board except the boot drive. So now you have boot drive only, onboard graphics in use and only one memory stick.

If it still doesn't work call your MoBo mfg.

If it does work, add each thing back one at a time and test it until you find the problem. I never did. Simply pulling it all apart and testing it with little attached and reseating and reinstalling all peripherals made the system work so far. My MoBo is new and they are willing to RMA it if the problem reoccurs and that is possible if it is an intermittent MoBo problem.
