Powering PC with no CPU issues

I'm using a Asus M5A97 Evo R2.0 and all the other components needed except for a gpu or cpu. I tried booting it up to see if everything worked (of what I have) and I'm having difficulties. The stand by light becomes green but that's it. The power button does nothing, no fans spin, hdd don't work. Is this normal? My cpu arrives on Thursday so it's close. I just wanted to see if my components worked.
