you should probably upgrade your cpu imo

bulldozer to piledriver should give you a 15% IPC boost, giving about 10% better fps (stock 8120 to stock 8320)

No you shouldn't bottle neck at all yes there is better cpus but that is up to younot needed at all.
You could upgrade the cpu to a fx 8350 for more performance but that isn't needed.
If you do though your motherboard can stay it supports the upgraded cpu and supports your graphics card choice as well.

The FX X1XX series really was horrible. The X3XX series really did improve IPC by 15%. Hell, the FX6350 is generally faster than the 8120/8150 90% of the time.

I would say that in games where the CPU will use 4 threads or less, there will be a noticeable bottleneck. In games where the 8120 can use all of it's threads, it should be alright.

Yea it isn't great but I have seen worst cpus perform fine and not bottleneck mid high gpus before.
His build would work but like I said an 8350 would do better (much better) but that is if he wants to invest the cash.
Although it would be well worth it.
Basically put your 8150 will get on med settings and 720p to 900p most the time while the 8350 would do high settings on 900p to 1080p most the time.
So it would help that is for certain.

the difference is more pronounced than that imo

resolution scaling tends to not be affected by cpu much

so it would be 1080p for both but the 8120 might be stuck at 40fps while the 8350 might hit 50fps
Unless changing the settings involves some CPu loading things (cpu phsyx or effects), changing the settings dosen't change cpu load much

only my AMD n930 + 5650m, I can get 30fps in 720p low and 30fps in 720p high
that is because my gpu is not limiting and the extra settings are all related to gpu and my cpu is holding things back
