Is there a Windows 7 Repair function? Also, occasioanally a black screen for 1.5 minutes after loading windows

AMD FX 8320 *overclocked to about 4.6ghz*
Gigabyte GA-990FXA-UD3 rev. 4 motherboard
16gb AMD 1866mhz Memory
Gigabyte R9 270X 4gb graphics card
Corsair 500R Carbide case

1) One problem is that every other time I turn on the computer, it boots up fine, but after loading the windows screen it turns black with the mouse cursor showing. It lasts for about a minute and a half, then goes back to the desktop and the computer works fine.

2) A second problem, which has come to my attention now, is that my computer will randomly restarts occasionally. I leave the computer on all day, I use it for a bit then leave for a while (sleep mode is disabled), but sometimes I come back and it says Windows has recovered from an unexpected problem. It happened today. I came back to the computer, and it was in the "Restarting Windows" screen, then there was the error message when it finished rebooting.

I will add that this does not happen while I am actually using the computer, like playing a game of League of Legends. It happens while it's idling. I doubt it's the video card, because I had this problem with my old video card (8800 GT). And I doubt my computer is overheating, because I have a Corsair h100 liquid cooler, and as I said earlier, It's when the computer is idling.

Questions: Does Windows 7 have a Repair function? I remember hearing that it did. But I just inserted the Windows 7 disc into the drive, and the only option that came up was to install windows. Do I need to reboot it with the DVD Drive as the master boot?

I wouldn't say a reformat is required but it's the quick resolution to your problem I think if your the type of person who really has nothing to backup.. I would follow the instructions from i7Baby as well :)

The delayed lack screen sounds like you've got some crap on there well.. possibly anyway it's very hard to make assumptions on here because we cannot see for ourselves. But if you are prepared to go down the windows install route do you want to keep everything or are you happy to start from scratch?

That's what I was worried about. I wouldn't have to reinstall too much, but I would still rather avoid a complete reinstall. Would I need to start from scratch with my BIOS settings too? I am overclocking.
