maybe look at a GPU testing software like 3d mark or heaven valley or something like that and compare your min/max frames to someone elses who has the same GPU this will allow you to see how it performs compared to someone elses. Game updates can cause FPS drops and so forth that why I'd suggest using 3d mark or something to give it a fair comparison

What are the rest of the specs of your pc?
A 660 is more then capable of 100+fps in cs:go, even my old HD5870 managed 100+fps at max detail.
