Graphics Card Doesn't Display

Alright so awhile back a friend let me try out his graphics card in my computer to see if i liked it and it worked great and ran games really well. (Radeon 5450) Well make a long story short me and him traded some things and i ended up with the 5450 and i tried putting it in today and i did everything the same way i did before but all i get is a blank screen and my monitor says "There is no signal from computer." I have tried everything to fix it and get it to work but it just wont. It ran just fine the last time i used it and i had no trouble with it but now i have been sitting at my computer all day trying to get it to work but it wont. PLEASE HELP!
My computer:
Dell Optiplex 755
Duo Core 2.33ghz e6550
4 gb RAM

Could I have you reseat the GPU as a first troubleshot?
-Unplug the machine
-Ground yourself
-Remove the card from the motherboard, as well as any connectors, if any
-Insert the card back into the mobo, and reconnect any connectors
-Be sure to plug the monitor into the card, not the mobo.
-Plug the machine back in, and power on
-If it still does not work, plug the monitor into the mobo and see if that still works

I have done that about 50 times lol. When i plug it into the mobo a black screen pops up and says "System Halt, There is an add in graphics card in the machine. Please unplug the video cord from the integrated and plug it into the add in graphics card." When i did that there is no display. But the computer recognizes its in there i just dont get why it wont work when it worked the last time i tried it.
