Air or water for coolermaster elite 130?

Im building a mini itx build in an elite 130 and want to know if I should go with a LP aircooler (noctua nh-l9i) or a seidon 120v. Both coolers are 47-50$ and I will not be overclocking. My concern is if the gpu will got to hot from exausting the air into the case with a water cooler or the cpu getting to hot from not having enough surface area for heat to dissipate and the gpus hot air also heating it furthur.

NOTES: cpu will be a 4690 and the gpu a 280x.
also is it better to have the psu upright getting its own air from the top air vent or hsve it intake from the case helping cool other components

usually better to have PSU on it's own loop imo

I would say either cooling method should be fine, though in confied spaces the liquid cooler might do better

there are cheap solutions like one of the Cooler Master Gemini LP or Scythe LP coolers
since you're not overclocking, those could do as well
