Does all games need to have 100% gpu load?

My gpu is at 100% but dips down to 50% and my watch dogs frames are at 20 but there supposed to be at 40 with GTX 760. My processors is Q9550 is that whats making it low. 100% GPU load = 20 frames and 50% GPU load = 4 frames. HELP! other games too.

Which Games are you playing - a Q9550 is quite old but still quite decent. I had a QX6850 that I was running until about 6 months ago and it was good enough for most things - have you tried overclocking the CPU - what resolution and settings are you running your graphics at.

lowered settings, gpu load at 30%, games like BF4, AC4, wacth dogs and Yes, i went up to 3.4 ghz but same thing. At 99% If i put it to the max, gpu is at 100% but dips down to 30%. 1920 by 1080 and ultra, tried lower too.
 
You should upgrade the CPU and motherboard. At least a recent i5 will work well. You may also need to upgrade the RAM. If your OS is an OEM license, then you will need a new one with a new motherboard. About $230 for CPU, $150 for motherboard, $80 for RAM, and $100 for Windows 8.1 = $560, my friend.

I already upgrade my ram and gpu and case and cooler and my os isn't oem. I want an AMD 8350 processor though because it performs better than i5 in 3d video editing and modelling and rendering.
