No. Processors are motherboard, CPU socket specific. Only certain processors work with certain motherboards. Each motherboard has, online, a CPU support list. This tells you what processors are supported by a specific motherboard.

u might need a cooler with that adding cost. Your budget is already too low for a gaming rig. When u have more money u can upgrade the GPU and add 4GB RAM in my build
