Ok so later this year I will upgrade my graphics card from a 8800gts to a R9 270. My specs now are a c2d e4500 2.2ghz, 2gb ddr2 ram and a 1tb hdd. Do yo think I can run gta v with the r9 270 and c2d or do I have to upgrade. I will be upgrading to a fx6300, 4gb ram. Do you think I can run it with this rig?

You likely will on the FX-6300 at least -- though unlikely near the maximum settings -- but it's very hard to gauge the system requirements for a game that isn't out for months and has had no system requirements, let alone benchmarks, listed. A lot will depend if they do a better job with it than they did on GTA IV, that was optimized quite horribly. You'd likely to have to upgrade from the e4500, a budget CPU from 7 years ago is going to struggle with newer, more demanding games.

Well GTA V isn't released yet so it's hard to tell.
But i guess on lower settings it will probably work, although 4GB of ram might be needed.
The game will be ported from ps4/xbone so multicore support should me there and this will likely cause problems with your C2D.

R9 270 will be massively bottlenecked by c2d e4500. gta v will be very demanding, you wont be able to keep up. the fx6300 will be a nice upgrade for the money. i would prefer though an i5 with at least an R9 270x and still you wont be able to max it out at 1080p(we cant be sure though till finally arrives)
